State Police release assessment on Cranston PD

Rhode Island State Police Colonel Steven O’Donnell announced Monday he had released the assessment of the Cranston Police to the public following several requests for the document.

The 182 page document reviews what the State Police calls mismanagement on the part of ranking officers inside the department and political inference on the part of Mayor Allan Fung.

The report details how former Cranston Police Chief Marco Palumbo favored selects groups of officers and punished those who questioned his leadership.

Additionally, the assessment details how Mayor Fung maintained a close relationship with Chief Palumbo and Captain Stephen Antonucci, who was later terminated because of his involvement with the parking ticket scandal in 2013. The report points to Fung’s attempt to reinstate Antonucci as a prime example of interference in the department.

State Police say Fung was fully aware of the fractured nature of the Cranston Police Department but did nothing to address the situation.

The assessment recommends the executive branch of the city be kept out of direct police business and that any disciplinary actions should be taken up quickly.
