Officials in Fall River are trying to determine who signed off on a deal with a city-based contractor who owes the city money, to replace twenty-two windows on the sixth floor of the Government Center.
The Fall River Herald reports there is no record of who contracted Moses Rapoza, the 79-year old owner of Global Glass of New England, to replace 22 windows on the sixth floor, which includes the office of Mayor William Flanagan.
The Herald also reports that Rapoza owes the city more than $400,000 in back taxes, and faces larceny charges.
According to the paper, city officials could find no documents or contracts authorizing the work, and the Massachusetts Attorney General has been notified.
